Since the previous update of 19 March 2021, European countries attempt to alleviate the impacts on public health of a third wave of COVID-19 infections.

  • Infections remain relatively high or have significantly increased in Austria, Belgium, Bulgaria, Cyprus, France, Greece, Latvia, Lithuania, the Netherlands, Poland, Romania, Serbia, Slovenia, Sweden, Switzerland and Turkey
  • Despite significant decreases, infection rates remain high in the Czech Republic, Estonia, Italy and Slovakia;
  • Room for optimism comes from significant decreases or relatively low and stable figures for Croatia, Denmark, Finland, Iceland, Ireland, Malta, Norway, Portugal, Spain and the United Kingdom.
  • The evolution of rates remain concerning in Azerbaijan, Georgia, Germany, Liechtenstein and Luxembourg.

Most European governments have prolonged measures throughout the month of April, with many aiming to reopen hospitality establishments in May 2021 if epidemiological figures start revealing a positive trend. Restaurants and bars may function with limited capacity in Azerbaijan, Bulgaria, Finland, Georgia, Luxembourg, Norway, Romania, Sweden, Turkey and parts of Spain, while terraces have notably reopened in Croatia, Cyprus, Portugal, Serbia and England.

An update of the HOTREC 'lockdown measures' document is available here, based on research conducted on 12-14 April 2021 (with corrections added for Hungary, Italy and Luxembourg on 20.04.2021):
